Quorum wasn't invented in a boardroom. It was built at Paragon Government Solutions while helping a real founder stand up a real California 501(c)(3) — a foundation created to help people facing chronic illness.
What we found was what every nonprofit founder finds: the government doesn't send you a checklist. Formation is dozens of steps across four agencies, in an order nobody tells you, with board votes and wet signatures gating every one of them. The tools that existed assumed you were already a functioning organization with a budget to match.
So we built the tool we needed: a private portal that lays out the whole launch in plain English, collects every signature electronically, puts every board decision on the record, and keeps the calendar honest. When it worked — when the board was voting from their phones and documents came back signed in hours instead of weeks — we productized it as Quorum, so the next founder starts with the roadmap we never had.
What we believe
- Plain English beats legalese. Every step and document in Quorum explains itself — what it is, why it matters, what to do.
- Order matters. EIN before bank account. Federal exemption before state. Quorum sequences the launch the way the law actually works.
- Boards are volunteers. No training, no new inboxes — the vote comes to them, and one click records it.
- Software isn't counsel. Quorum organizes the work; your attorney and accountant bless it. We're careful about that line, and you should be too.
